A fiatal Serpico, a rendőr akadémia elvégzése után, egy New York-i rendőrőrsre kerül, ahol az iskolában tanult elvek szerint akar dolgozni: becsületesen és a törvénytisztelő módon. Azonban a hetvenes évek elején működő amerikai bűnüldöző szervekről merőben más kép rajzolódik ki.
